and why don't you see kids running out of the school gates with their BIG papier maché heads with big hats on , cheering at their achievements?

Because as teachers, we are forced to cram about 2 years worth of information into kids heads in about 8 months so they can take a standardized test. Everything is about the tests these days, and no one is able to do anything FUN in schools. :(

schools probably worried they will get in bother with all the allergies these days ie balloons(latex).their parents are too tired from work to look at what the poor kids have made so they don't show it off cos they will get no response!how many kids have you seen being shouted screamed or smacked within minutes of coming out of school?i have seen loads!!no wonder they aren't excited to be going home..... poor darlings

There's probably soem health and safety reason for it somewhere. Maybe someone fell into the papier mache bucket and drowned.

because art isn't seen as an important subject and art programs have been cut down or complete eliminated at in many school systems.

My school does make brightly coloured heads and masks. Maybe you just looked on the wrong day...
