If you want the hippest and in my opinion the best salon in Saigon then go to "Art Hair" in Pham Ngoc Tach street, just down from Diamond plaza. They have free internet terminals in there too.
They know what they are doing.

No worry, when you are there you will find everything you need, it's not hard, you can make friends or ask any neighbour will recommend you a good hairplace, be patient and enjoy...

look for a sign that reads "hot toc". that is a barber shop. most of the barbers in saigon are very attractive women. that's why my wife won't let me get my hair cut there. lol
i did get my hair cut last november in district 8 for 15,000 d.
