"Beta" refers to the stage in software development in which the software (hardware, web page, etc) is almost complete. The designers have pretty much finished their work, and people are now testing the software and reporting an bugs, errors, etc, they get. The developers can never anticipate all the "weird" things people will do with their software that can crash it. So they will release a "beta" or test version, and let people try it. Then fix (hopefully) the issue as they are discovered.
So in a single sentence, they are redoing the software and will have it available "soon".

It can mean almost anything from "we are fixing some server issues" to "we are most likely going to shutdown, but want you to come back in case we can turn things around and stay open"

Means that they are either testing out their site, or limiting the site to specific users to try out and test for errors, make improvements, etc.
In softwares, a beta version of that particular software means that it is not perfected yet and might contain bugs. If it's okay, it is called a stable version.

Its a development stage, first you have alpha which usually means its a demo copy that internal to the company that created it, beta is the second phase meaning its nearly ready but still testing (usually when microsoft releases windows versions) and final which is obviously the final release

Normally, when a program is in Beta, it means that it is being evaluted for any faults or bugs and it is not in its final version. They may have found some problems with the program and put it in beta while they evaluate it. It is for your own protection.
