They are noramlly naughty coz they are bored. Take it for jogs to try use up some of the energy. Also if you want to punish it, rather used a rolled up newspaper, makes a noise and hurts a little, but not as bad as your hand. Also they will assosiate naughty with the paper, remember you used your hand to pet them as well, so it does get confusing.
And prevention is better than cure. Dont leave shoe lying around if you know they are going to chew on it :-)
