i think he is thinking of the weirdos that buy weights for them to be stretched with(he reckons they are weight lifting!!)

It is not a muscle, but rather a series of cavities which become engorged with blood during excitement.
I think that there should a serious talk with him and a doctor or sex therapist so that he doesn't do something dangerous to himself

No, the penis is not a muscle. However, two-thirds of the penis is muscle-like in structure, made up of the corpus cavernosa. The spongy tissue of the corpus cavernosa runs along the inside length of the penis.

If it were actually a muscle, it would increase in size with constatnt exercise. Changes are, he only get's big for a short period of time, then deflates. Tell him to focus his enery on the strongest muscle in the body – the tongue.

Quite true in some ways. I have seen reports in the news that some people are able to carry bricks and dumbell with their tool!
