Everyone is brilliant in this world if you know that you are a brilliant. Brilliance has nothing to do with education and experience. Its a matter of self awareness and mindset you have.
So don't let anybody thinking like a brilliant by saying "I am not brilliant". Its not a qualification.

I don't think someone can just become brilliant. You can become smart, but not necessarily brilliant.

Why should you? You have all the faculties that are given to any other human being. Unless you are mentally retarded, in which case you will not have asked, I say that we are what we have been taught to think. Try to improve your ideas by reading books like rich-dad poor dad, or millionair mind set or there are lots and lots of things you can know by observation. Simply be alert to knowledge.

brighten up your surroundings. Read good books. look cheerful keep happy company, wipe a tear or two and you become brilliant!

Well, a genius is born not paid so I can't tell you how but you sure might be having some quality or talent that others might envy. Be satisfied the way you are.

Read books of IQ tests and solve the problems given inthem as many as possible.

Study hard, all manner of things. Also, study philosophy. It allows you to get far more mileage from the knowledge you have. Believe this.
