There's a lot of controversy over it, including between the director and the actor!

No. That is obvious given the short life spans of replicants. He would be dead if he were a replicant. It is in the programming. Only the girl can survive as a replicant. Deckard is just a person in love with a work of art otherwise he would have killed her too.
