It is not a child's play to compell the courts to give time bound decisions.Only the constitutional provisions can compell the court to do so.
For making constitutional provisions we will have to classify the cases with regard to their complications, effect on society, type of crime, consequences and other related factors such as period of punishment etc. After a proper classification level of court (it may be gram panchayat also) and time limit for making decisions according to the merit of cases should be fixed.
Provision of fast track courts, the decentralisation of courts and fixing of the responsibilities at various level can also prove as important tools.

Court can not be compelled, they are an independent from everything, mainly it is seen that the either party delays in the cases.Courts are always inclines to disposed off the cases, but lawyers do not supports them, and blames the court for delay. and one more reason of delay is bulk of cases, if we want faster disposal of cases, then there should be much more courts then current scenario.

No way. Judiciary is independent. They can take their own time. Lawyers are also responsible for delay. They ask for adjournment of cases again and again on flimsy grounds. Only an united efforts will succeed to get time bond decisions from courts.
