I think educational opportunities affect everything else directly and indirectly. In Macroeconomics, this is referred to as part of "human capital" and represents one of the main reasons third-world countries like those in Africa have failed to converge with the world economy. If you get a good education, you pass some of that on to your children who then have a higher starting point than you did. They get better jobs, make more money, can afford health care, are less likely to be involved in gangs, and are more informed and involved with politics. All of it comes back to education.

The key is to allow the states the power to determine what's best for their education systems rather than have everything fit to a federally mandated mold. That's what former Wisconsin governor, Tommy Thompson, was all about in his biography, Power to the People. People need to recognize that throwing money at schools isn't going to make them better. Schools need to be held accountable for their performance, they need to teach math, science, and history rather than worrying about offending people, and school choice needs to become a reality. Welfare needs to be reformed and reduced so that this generation sees that not putting any effort in and collecting government checks isn't an option. Communities need to take a lead in cracking down on gangs that suck children into their cycles of violence and drug abuse, and put them back in school. Children, regardless of race or ethnicity, need positive role models to look up to. Improve the quality of education and everything else will follow.
