One of the biggest problems facing children is bullying. If you are not cool enough, good looking enough, not popular, not athletic, too fat too thin, etc etc etc. Children pick on each other, thats what children do and many commit suicide as a result.
Children pick on whatever they can that they know will cause a reaction. They like to see others suffer so that they can feel better about themselves. If you are from a different race, then it is the perfect target. So what is seen as racism is usually bullying. The other reason is that certain groups associate certain minorities with the cause of their problems. If you are unemployed you may hate mexicans because you think they are taking your job. thats not racism, a racist is someone that dislikes someone purely because they are of a different race.
the KKK started not because they just hated new americans but because they blamed them for taking work away from them, so they invented all this hatred towards them. Its like if someone cuts you off, you call them all kinds of names to hurt them.
If you need to solve a problem you first need to know what a problem is, there is not point thinking "but they are racists" because you believe that racism is worse than bullying, and so you dont want to reduce the amount of guilt they shoud feel.

I think racism is over rated. Learn to live with everyone, and respect their beliefs. Simple as that.
