Constellations are large groups of stars in the sky. You don't need a telescope to see them. In fact they are far too large for any telescope to see the entire thing. You should consult some star charts to get an idea of where Cepheus is and the shape it forms.

You don't need a scope to see a constellation; it would be too big for the field of view of even a small end scope. Just look up and use your eyes.
