1) FACTORY IS IN TROUBLE, LOOKING FOR JOINT VENTURE TO PRODUCE AND MARKET OUR OWN PRODUCT (BISCUITS).

It is a really very critical question to answer until you know complete details about this problem...there are many factors to be considered while answering this question, However I shall try my best to do so.
1. Who shall pay a good amount for a company which is in trouble...the buyer will consider the cost of land (which must be 2000 to 2400 Sq. Mtrs. in your case) and building on this area, So you never gain by selling in distress.
2. If it is a technical problem, get in touch with some good engineering consultant, there are many in Delhi...and there is no technical problem that cannot be resolved effectively.
3. If it is Marketing problem then either contact a Big Name or find someone who can handle the sales (and maybe you can employ him or have some kind of partnership with him, for better results) and Ex-Sales Manager or that kind of person will be very helpful in this.
4. If it is a Financial problem, Working Capital, Loans Repayment or something of that sort, Get advise from someone who knows RFC or BANKERS very well, and arrange for funds, if only the project is viable.
5. Try to venture into Bread, or other Bakery products which are more fast than Biscuits.
6. Selling is last option, as it is not so profitable as running the unit.

Just approach the leading marketers of the biscuits and just manufacture according to them on thier behalf, Very soon u will earn a lot.
As Marketing own product would take a lot time and effort, it is advisable to join hands with leading brands as Parle/
Britania/Priya Gold/Anmol and other brands popular in ur area.
All the marketers have tie ups with various manufacturers to fulfil the demand.
