It sounds like you have flooded the engine. This is where the car has been cranked many times without starting and the cylinders have loads of unburned fuel in them. The best way of sorting this out is to heat up the inlet manifold with a hair drier or heat gun (being careful not to melt any plastic or rubber stuff nearby), then heat up the air inlet in the same way. Depress the accelerator fully to the floor to maximise the airflow into the engine, keep the accelerator on the floor and crank the engine. It will start after a few turns of the engine. I have used this technique many times with friends who have flooded their engines and it always works.

Many times a battery has enough juice in it to turn the engine over but not to start it. You still may need a jump. Get a jump and see what happens sometimes its just a little too weak to turn the car all the way over. After it runs a little while, it may be okay
Another problem that is simple (always look at the simple solutions first)...does your car have enough gas? It takes an extra amount of fuel to turn a car over. If your guage is on empty...put gas in it and try again. Gas can evaporate in a car that has been sitting a while.
If those things aren't the problem could be a lot of things...like a dirty fuel line, dirty carborator is your car isn't fuel injected, or some engine problem...remember to start with simple answers first before jumping to conclusions on something expensive.
My first thought is your battery really isn't fully charged. You probably need a new battery.

If the engine turns over fine then your starter motor is okay and if you are getting power to your lights too this confirms the battery is okay. So because it is cold and wet I suspect that you have a condensation problem and have probably flooded the engine with petrol. What I do in this situation is is wipe clean all the ingition leads and spray with WD40 or other dewatering agent over them. If this does not help then I remove the spark plugs and clean and dry them and then try. Also, make sure your battery terminals are clean.

The clicking indicates that power is going to the starter, but the starter is not turning over. Odds are you will need to replace it. To see if it is in need of replacement get someone else to turn the key while you tap on it with a hammer. If your car does start at that point, drive it to auto parts store and keep it running when you go in to purchase the new starter.

One of two things - no fuel or no spark.... Try confirming you have a spark by touching a plug to the engine and have someone turn the engine over. If you do then the problem is fuel related if you don't the its ignition related.....

Have Coil Checked out, it may not be working or there may be a Short internally.
If there is Spark The Plugs may have to be Cleaned or replaced.
Check and see if the Carburetor is putting gas into intake.
