This is called 'static electricity'. It happens more in the winter. It accumulates and discharges in all types of objects. You can generate(accumulate) it by shuffling your feet across the carpet and discharge it by touching something more grounded than you (like a doorknob or another person). Staic electricity can screw up your computer bad if it isn't grounded or if the house wiring isn't 100% correct. Heres a more scientific explanation...
