who issues CE(Eurpean Conformity) Certificate?
I heard that companies may issue a declaration that they are conformed to these norms, is this true?

CE is a complaince and applies mainly to electrical and electronic products. Suppliers in and outside of Europe use accredited labs to test the products according to a set of parameters to be measured, somewhat similar to the UL tests in the US. If passed, that product will be given a certificate that the supplier can send to the customer as proof.

Don't think you can self declare because CE is a mark on the package. You can self declare for FCC compliance for wireless products sold to the US but must produce valid test results when US authorities ask for them (not after the fact).
