From years of both using and seeing these abbreviations in use, I believe that a good rule of thumb would be Re: is "regarding" and RE; is "please reply" and re. is merely short for reply. This is not from research but my from recollection.

Re is a Latin word meaning "about". So when you use RE: in an email
e.g. Re : your previous email or Re: your request etc
It means "about your previous email"
