Probably just an identification mark to know who had attended to him on his arrival. Seems like there are additional processes being done during arrival into Singapore these days.

VC
VC is generally understood to be Viet Cong
Viet Cong is a well trained n the toughest army in the world , much tougher than the singapore armed forces,
many ppl think that VC is a backward ,ill trained ,ill equipped , illiterate , uneducated , demoralised , primitive peasants army
this is not true
in fact , the VC have defeated the French army , US army n the PLA army
VC is the most feared army in South east Asia
VC army soldiers r not afraid of death
this is what makes the VC so scary n frightening
during the Vietnam War, the VC proved its worth during the Tet Offensive , striking at all US Army bases n US Army installations simultaneously in suicide attacks , n VC army soldiers fought to the death during the Tet Offensive
most VC soldiers who participated in the Tet Offensive , died
VC is the most feared army in south east Asia
as a comparison , if it had been the singapore armed forces , i believe that most sinagpore armed forces servicemen will go AWOL straightaway
Desertion
