Will the media consider to take this issue up and investigate and get the answer to the people of India?

Well, That's a hard question to answer. There's a lot of things that the US Government spends money on that the masses considers ' unethical'. Yet these expenses are needed in order to protect us.
Now, I have no idea what and NGO is, but I would certainly like to see a separate branch of the government take a second look at this expense to see if it is needed.

Why do you want to know and of what concern is it to you? They are doing some good job that you may not be able to do. Let them do their job and you do your job.
