Water is less likely to freeze quickly in strong winds as the winds agitate the surface mixing the cold surface water with warmer deeper layers.

no,in fact it is nearly impossible for a body of water like a lake or pond to freeze over while subjected to wind,the constant rippleing and disturbance of the waters surface tension breaks up the ice as it forms.The ice that does form floats on the surface and gets pushed along by the wind untill reaching the shoreline or some other obstruction.

I think water would freeze less quickly with a constant wind because it would always be disrupting the surface of the water, thus causing it to take longer for the crystals to form.
