Only a degenerate triangle (i.e. a flat line: one angle of 180° and two angles of 0°).

If the two smaller sides add up to more than the longest side, a normal triangle can be formed. If they add up to the same as the longest side, only a degenerate triangle can be formed. If they add up to less than the longest side, no triangle can be formed.

NO. to form a triangle the sum of length of 2 shorter sides must be greater than the length of the longest side.
so 4 + 3.5 <= 7.5; therefore the line segments cannot form a triangle.

I believe it is impossible to form a triangle when two consecutive sides equal the third in total length. It would form a single line 7.5 inches long

Yes... 2 check if it is possible, check if each segment is less than the sum of the other 2...
ex. 4... 4 is less than the sum of 3.5 and 7.5...
3.5 is also less than the sum of 4 and 7.5..

just do d same thing in 7.5
