When I was young I also had trouble with very dry skin. My mother used olive oil and shortening on me. I know it sounds rather gross, but she would just about coat me in in everynight before I went to bed. During the day, she would rub on a light coating on the places my skin was driest. I never had problems with it, beyond being a bit greasy, and I still use it when I have chapped or dry skin on my cheeks. I still have trouble with my cuticles, and nothing else seems to work as well as shortening (as in plain old crisco) and a pair of cotton gloves, for getting the moisture back in. Since it's not supposed to be good for eating anymore, I suppose that's about the only use it has now. There's nothing in any of it that should trigger an allergic reaction, so I would think it would be safe enough even for her tender skin. I was her age when my mom used it on me, come to think of it. We lived in Iceland, and I had perpetuallly dry skin due to the heating, and of course extreme cold weather.

Switch laundry soap and try to pay attention to what fabrics work best, and for sure talk to her pediatrician.
