the following movies i've watched left a pinch in my heart....
"notebook" , "cold mountain", ''sleepless in seattle", "crouching tiger, hidden dragon", "flying daggers", "hero",
but the best one that dried my tears is the korean tele novela titled "stairway to heaven" that is kind of marathon for me, about 18-20 hours straight watching this movie. i was crying from the beginning to the end, all the way...

2046 is a gorgeously romantic film from a very romantic filmmaker, Wong Kar-Wai. The film's from Hong Kong and so is foreign, but love knows no language, right? Every shot is drenched in romance and emotion, from bitterness to lust to longing to passion, etc.

Moulin Rouge can't be beat as far as love goes, another good one (once you sift through the explosions and suspense) is The Island.
