So perhaps the men need to be educated on this matter also. The best way to begin a family is to have a stable home environment. When the family has adequate income to support them, a home, and all the necessities, then the pursuits of having a family are appropriate. To pressure women into having children immediately is not a good approach.
Education in this area should be mandatory in your schools, and should also be discussed in the home. Unless this is done, then I really see no immediate solutions to your problem.
