On Millsberry.com how do i fish the tire out of Sylvane Lake?

The tire in sylvane lake is merely decorative and it cannot be removed from the lake. I tried when I first noticed it there, particularly because your cursor changes to a hand when you're over the tire but I found, as have many others on our millsberry fan site, that the tire cannot be removed.

you can't remove it. Sylvie is only out 3 times a day for 1 hour each time.

if you can see what time i posted this, then Sylvie was out 1 hour before i posted. everytime i go, she's always there
