I can understand where your question does raise some serious social/conflicting issues.
I do not know if the government in it's infinite wisdom set standards that must be met in order to qualify a person as a member of a particular race. Does the person get to chose based upon parentage. I believe these issues were settled on the recognized Sovereign lands of Native Americans years ago. It might do some good to look at this policy in reference to ALL Americans. However, I do believe that it is a dangerous path we walk if and when we start to categorize people based upon what % of a certain ethnic blood they may have. All Americans should have the basic human rights allowed by the Constitution, and still today Americans of all colors, races and religions are fighting for our rights and the rights of so many nameless, faceless people.

Far as I can tell, the naturally curly hair is definitely a dominant trait, as is dark hair. So if either one of the parents has naturally curly hair, the child will also usually have curly hair unless at least one grandparent on both sides have straight hair. I happen to personally know a white man who married a black woman, and their infant has mom's curly black hair, and skin shade lighter than hers but darker than his.
Whether in later life the child will decide she is black, is probably up to her to decide. So, in a way, I think it is a state of mind. Besides, I don't think all blacks have naturally curly hair, and some get it relaxed to straighten it.

It is not a racist question, but a bit tricky. The categorization is done by persons with twisted mind, and they can make anyone black or white, as the situation demands, and is profitable to them.

I really can't say for sure but I have a friend whose Mom and Dad were both from Jamaica. Her Mom is very dark but her Dad is very pale (whiter than me), yet considers himself black because of his Jamaican background. So I believe this "categorisation" is a deeper issue than just colour.

hard to say....i think technically its if ur mom AND dad are black, but its easy to look at a person who LOOKS black and say they are black...and they might have a parent of each race. kinda like the difference in puerto rican & mexican...they both look the same..how can u tell the difference by just looking at their skin......i know what ur saying.

I would assume that if you are 50 percent black and 50 percent another race, you get to choose which race you associate with. If the percentage is over 50 for any given race, that would be the race you are.

"rough hair"? Do you mean "nappy hair"? That doesn't make you black. That texture of hair is often seen among Jews, as well.

I think in order to be "black", all of your ancestors must be of African descent... that's all.
