Apparently he sustained a toe injury during the Superbowl game. So he passed - so someone else could play.

Brian Urlacher has injured his toe during the superbowl. but I think that he doesnt want to participate in the pro bowl because the winner only gets $40,000(sounds like a lot but to a pro athlete not so much). He has rejected previous invitations to the pro bowl.

Hope this helps

The Pro Bowl is a game that means nothing to players who are making millions, the money they get for playing is chump change,on the other hand they might get hurt and destroy their careers, especially Urlacker that supposely has a bad sprained toe, sounds like it's more than the toe that is keeping Urlacker out of the Pro Bowl,it's the loss to the Colts that really is hurting him and many of the Bears

He pulled a muscle in the super bowl vs Indy. I think it's more less just to make sure he doesnt get any more hurt for the beginning of next season.
