Speaking as a landlord. No obligation for a set time unless stated in the lease. If the paint or carpet is causing a hazard that's a different story. You should just ask and see what happens. Keep in mind some landlords may replace the carpet then feel the place is worth more rent afterwords. Protect yourself and sign a lease (before the changes) make sure the lease states the changes that are to be done within a reasonable time.

I am pretty sure that the "life" of a carpet is around 5-10 years. As far as paint goes, I think that's around 5-7 years.

However, I am not sure.

You should absolutely ask your landlord, in writing for these possible changes - make sure you keep a copy! It is good just in case anything should go awry. Some landlords will raise the rent in order to make these changes. Take a look at your lease to see if there are any fees that will be charged if you replace something.

I'm a landlord of a single home. The guys I rent to are awesome. If they felt the need to replace something in the house, they come to me and ask. It's hardly ever written in a lease about the interior of the home, none that I have seen anyways.

If you feel your place has deteriorated to the point of replacing things, write a letter to your landlord. Requests should be in writing. Good Luck!

I think it depends on where you live and/or what is stated in your rental contract about carpet and paint.

The last place I rented painted once in 7 years and never had new carpet. I have a friend who told me they had new carpet and paint every year, so it really depends.
