I can only assume you're asking how to re-install your operating system.
Put in the OS installation disc, reboot the computer and set the BIOS to load from the CD-ROM drive first. Reboot again and the CD should load in place of the operating system. Follow the instructions on the screen.

That function generally comes with eMachines, HPs, and Compaqs. However, the method you gave is questionable simply due to the fact that the OS boot choice menu is so easily disabled. Generally, there will be a prompt to press a particular button (most often it's F10 or F11) to load system recovery from the D: partition.

also on a newer computer, often the OS is installed in a different partition of your harddrive, reboot your PC and be ready cause you'll only have a few seconds. You will a see an option to "load windows normally" or "launch system recovery", choose the latter and be prepared to sit there a while while the system is restored to the original condition

Go to BIOS setup after u power on your PC and check if boot from CD-rom is set to first bootable drive. Put your WIN XP cd (or any OS cd) in the CD-rom drive & repower-on the PC. Follow the insttructions to format & install your OS.
