Probably just a loose nut that holds the arm to the pivot shaft.
Usually theres some kinda plastic cover over it that snaps open,,just right on the end of the wiper arm.
Flip that cover open,,and snug up the nut.

Remove the cover at the base of the wiper arm, right behind where the arm can be pulled up to pull the wiper off the glass. Under that cap should be a 10mm nut. Check if it is snugged down(Make sure that the arm is in the correct position before you do) If that nut is loose the blade will not work. Good Luck!

The only thing i could think of is that there might be a screw loose in the wiper arm. If you lift up that ...yours is probably plastic knowing toyota and the pieces of crap they make today...no offense....yeah lift that up and you will see a screw and it is probably loose in there and you should just have to tighten that up. If i were you i would see this as just one of the first of many many clues of things that will be going wrong for you. Look with the new Toyota it is like this. The engine is great but everything else surrounding it sucks. You may as well have bought the engine and attached a seat and wheel and put a tent over it. It woulda been more stable.

There's a little bolt that holds the wiper onto the motor part that makes the wiper go up and down. It's possible that this bolt is loose or stripped, causing the wiper to not go down. You can try tightening it. HTH!

It sounds like the parking wire is not hooked up find the wiper motor look at the wires going to motor make sure that a wire isn't broke or disconnected

Could be a worn part or even a piece of ice in the way. Don't know how far north you live but ice build up can do weird things to cars.
You might try an independent garage, they usually work cheaper than the dealers if it isn't an ice problem....
