Ammonia, NH3, combines with water in solution to form ammonium and hydroxide ions.
NH3 + H2O -> NH4+ + OH-
It is the hydroxide ions that are able to react with the acid, forming the salt and water.
CH3COOH + NH4+ + OH- -> CH3COONH4 + H2O
Note that the salt is ammonium acetate which is an ionic compound consisting of NH4+ and CH3COO- ions.
