From everything that I have found it seems that Dewey did write about experience and children's learning first. The concept may have been developed by others, but he introduced it.

John Dewey was the father of the American Progressive Movement. He believed social interaction should be a part of education. He also believed in project learning by people working together. He wanted to see freedom of movement in the classrooms and communication. He also believed that education is a social process and involves going out into the community to learn.
