Don't let the Horse swim for some days....
Or Build a Horse Stable away from swimming pool....
Or Teach the Horse Flies to swim....
Or Hang a dead Horse Fly near swimming pool....
Or Shift your swimming pool to a secret place so that no one knows....
Or Place an electric mosquito exterminator above the swimming pool....
Or Call some neighbourhood girls and let them chat for a while beside your swimming pool,,, with the ultra sonic voices the horse flies will be exterminated...
Or Place a small bathtub beside the swimming pool exculsivly for the Horse flies...
Or Stitch a Swimming Pool Horse Fly net. (be pioneer in this and can win the World records)

Move the outhouse further away.
Or you could try a very mild dish soap. Add a drop in several places.
