Find out what decision your boss is trying to make. Then you should start working on the project as if that is your decision to make. Start investigating the relevant facts and figures. Think of everything that might influence your decision. Costs to purchase, maintain and fuel. Lifespan, ease of use, ease of installation, capacity, etc. Whatever would effect your decision.

Once you've investigated that, start preparing choices for your boss. Weed out data with little relevance, or just insert a line into the summary that those factors make little difference. Prepare several what-if scenarios for your boss. Then at the end, if there's one or two choices better than the others, recommend those.
