A few ideas to try....
1.Get an English speaking friend to do flash cards and practice conversation with.
2. There's heaps of computer programs that teach languages. Almost all of them have quizes and examples built in.
3..Watch a lot of TV...Soap Opera shows do a lot of talking. Listening to everyday English conversation will help you understand the meanings of words better.

Learn the ABC's first, then the sounds they make. Then put the letters together in small words: cat, dog, etc. and sound out each letter to make the word. After that, any word can be read. If the problem is b/c someone speaks a different languange, I suggest labeling EVERYTHING. I am learning a foreign language an dI have labels on my doors, remotes, TVS, vacuum, coffe table, fridge, sink, EVERYTHING. I try to call them by that word when I am referring to that item.

Phonics, an understanding of phonics is the base. Then we add the roots of words, words they are similar to, and compound words and we are able to remember or guess at most words. I am guessing you are either looking for how to teach vocabulary or how to learn it for yourself. As far as teaching, mnemonic devices can be useful but learning the how and why is more lasting. Some words are easier to learn with a device (friend, you wouldn't want to fry him and you want him till he end), but most are easier when you know where they came from, (knowledge comes from know, movie is shortened from moving picture, manual comes from Latin/French mans for hands). Mnemonic devices are better for just spelling but don't help much for meaning and context.
For acquisition, reading, and more reading is the best way. Then you are getting context to help with meaning and usage.

I have no personal experience but I remember when I was younger a friend moved over to where I lived from The Dominican Republic and he told me the thing that helped him learn English the most was watching television (for him it was The Simpsons)... like I said, I have no personal experience but this is what I have been told...

Emersion. Watch American TV except avoid shows that use lots of jargon and slang like.. CNN and BET. Watch local news programs and kids shows. Watch kids shows!
