As a general comment, you might try looking at a standard traffic volume, being no. of vehicles per hour. Volume of each lane in a free-flowing environment might be 1800 veh/hr in theory but practically can range from less than 1000 veh/hr (in 'real world' free-flow) to over 1900-2000 veh/hr (in saturated, high density traffic).

'Degree of Saturation' is often used as a (rough) measure of how 'busy' a road or lane is. When DS becomes more than 95%, the road is tending to be congested and you have a problem with too much demand for a given capacity of roadway.
