How cold is it where you live? If it's cool enough that he'll actually wear it the jacket would be good.
My boyfriend is a huge NFL/College FB fanatic and here's some of the things I've gotten him over the years that he was pretty crazy about:
-Raiders Playstation 2 Controller
-Tickets to a Raiders game
-A signed picture from his fav Raiders player
-Raiders jersey
-Raiders hooded-sweatshirt
-The Oakland Raiders Superbowl DVD set (has all the Super Bowl games they've been in, in one big set)
-A bought a couple of the signifigant Raiders Sports Illustrated Covers from the website and had them framed in Black and Silver to put on his walls in his bar/game area.
NFL Shop has A TON of gift ideas and they offer overnight shipping if need be.

Depends on where you live. If you live where it's still pretty cold after Valentine's Day I would go for the jacket.... fairly cold get the jersey.... but if warm weather starts soon after Valentine's Day then get the t-shirt. I'm only thinking about how much he'd be able to wear the item and enjoy it.

A NFL signed jersey of one of his favorite NFL QB'S. Or even a throw back jersey from one of his favorite NFL players in college or even high school. That adds the thought to something so arbitrary.

a lightweight jacket is always good, the one with the small logo over one side of the chest...then a lil cap to match never hurts

I would say the jacket.He would get more use out of it.A jersey is nice too,but not in the off season.
