In the Sorry game, if you draw a 2 card do you come out of your start base and go one space forward?

In the Sorry game by Parker Brothers if you draw a 2 card do you come out of your starting base then into the circle and go one space forward, or do you just come out and down into the circle?

If you draw a 2, you move the pawn into the circle - and THEN draw again. If you had drawn a 1, your turn would be over once in the circle.
