The first person that can give me a non-biased opinion upon HOW either combatant will win the fight gets 10 points.

Both have substantial weather control powers, but aside from that, what does Ororo have? Good looks? Maybe some mental training to prohibit mind control? Maybe even some top notch martial arts. Now look at what Thor has. Thor can lift in excess of 80-100 tons. He is impervious to normal weapons. He can survive in the vacuum of space for an indefinite amount of time. Lightning isn't going to hurt him. Wind isn't going to hurt him. Thunder isn't going to hurt him. And when it comes right down to it, if he really needs to, he can unleash a sweeping blast of energy from Mjolnir, his hammer, that is capable of wiping out every trace of life in a large area (as he did to the Morlock tunnels during the Mutant Massacre).

This fight goes to Thor 99% of the time. The other 1% would be if it happens in an X-book with a writer favoring Storm, because you can write anything, and you never know who is going to come out on top. Cannonball beat Gladiator, after all.

No, and I haven't read Black Panther #25, so I don't know the story, but here are reasons why:

1. Thor is the Norse Thunder God. He is not a mutant, he is not human, although he has a human form. Automatically, he is far superior in his abilities, strengths, and powers over other Marvel characters. He is, essentially, the "Superman" of the Marvel Universe.

2. As stated, Thor has several abilities at his disposal, the first being control of lightning, which he can call upon at his whim. He can traverse through dimensions with the aid of his hammer, Mjolnir, as well as fly, and inflict serious damage to anyone and anything with the hammer.

3. Invulnerability. Like Superman, little can hurt Thor, with exception to a few Celestial powered beings, Eternals, a few aliens and "Gods" from Asgard, such as his father, Odin. He has battled characters who are close to his strength level, but he usually wins out due to his combat experience, stamina, and strength. Storm does not have super strength, nor is she invulnerable on the level as Thor. Thor would be able to defeat her with either his strength or his hammer, and of course, using both would ultimately kill her.

There are other reasons, but even though Storm has mastery over elements, and could assault Thor with lightning, snow, ice, etc., none of them would have any effect due to his invulnerability. Thor beats most everyone in the Marvel universe, and Storm wouldn't have much of a chance, unless she were temporarily "endowed" with Asgard level powers by Loki or someone, but, even then, Thor would still win.

These are as non-biased as I can get, and am stating what is true to the characters.

Now you've got me interested in checking out Black Panther #25.

All things considered the main deciding factor would be stamina. Thor, being a god could go for a much longer interval without having to sleep or eat than could Storm and that being the case after a day, maybe two...Storm would be so exhausted that she would lose concnetration, focus and control of her powers and either she would collapse from exhaustion, or she would be put down by a blast of wind from Thor's hammer.

I would have to say Thor would win, while Storm has been considered a god, Thor is one. Storm may have the elements at her disposals, Thor has lightning, so she cant use that element as it wont do anything to him, but I believe that it may still hurt her if she is not the one controlling it. And I to be honest don't feel like looking any of this up right now to check for accuracy.

different comics lines throughout the last few decades have shown varying levels of capability for them both. the highest thor went to he was immortal and could shake the planet with his hammer.
the highest storm went to she split a mountain and flattened a planet by taking over its entire atmosphere. storm's more powerful, but she can't kill thor.

edit: they say thor's clone, so i don't know if he's immortal. he still has complete control over lightning, more so than storm, storm's probably got some resistance and she has other forces to command, but will probably lose. since she's an important character i don't think she'll get killed.

Nah...before she even have time to control the elements of weather, Thor would have use his hammer to disillusion her first, then using his thunder and lightning to strike her down.
