I'm sorry I meant that she had to be a British actress since they only employ British actress and actors unless the part is foreign like Krum and Fleur

She would have to be someone snotty, vain, and decietful, so just take your pick of just about any blonde hollywood actress, except for Paris or Brittney, that's just too much to even think about!!!
Anyway,
Maybe Rebecca DeMornay, Golie Hawn, Glen Close if you want to pick some older woman, or if younger woman would be suitable, maybe Kiersten Dunst. Charlize Theron definitley has the look, but not the personality.
If your looking for a serious actress who could pull off the role, My pick would be the lady that played the Ice Queen in Chronicles of Narnia, Tilda Swintion, (I think that's her name). She also played the Angel Gabriel in Constantine with Keannu Reeves. I believe she would play the part Narcissa Malfoy very well. What do you think?
Being that J.K Rowling prefers only people from her home land to be in the Harry Potter movies, she would probably pick Tilda Swinton, she is from London, England.

I think Glen Close would make a good Narcissa, She could fill that roll realy well. Well there is Angela Lansbury is can change for angel to devil in nothing flat.

They will definitely make it, and I have always pictured her looking like Elisha Cuthbert. maybe use makeup to maker her look about 15 years older.
