It could depend on your story, location, culture, personality etc of the characters.
Take the time to truly create the character in your mind and see if a name comes to you. If the 'story' is about someone you know then ask yourself how versatile the situation might be? Could it happen to Anyone in Any part of the world? Or is it more something that would only happen in one part of the world?
Last names have origin so you may want to take that into consideration when choosing a last name. Where is the character from?
What about personality? Names often resemble a persons personality - especially in a story. Maybe get a baby name book and read the meaning of names and choose a name that fits the characters personality.
If the character is unique - choose an unusual name (not to unusual you want people who read it to remember it). If the character is timid another name might be more appropriate.
Another option go through the phonebook - you will get all the name choices you could ever want there.

the names are just waaay too common. but if you like the name "kate" then i think. these are good last names. (i came up with some of them.)
Dobber
Plum
Briggs
Muffet
Guinevere
and i think ashley is also too common. and yeah, those are the names of the olsen twins. mary-KATE and ASHLEY. haha. well, good luck.
