The Town That Couldn't Sleep (I think that was the right wording for the title) about the city of Texarkana Texas/Arkansas during the 40s when they had a real creepy string of murders. The guy who did it was known (according to the old timers) but they couldn't get proof and his family was rich, so they put him in a home and, apparently he croaked there sometime in the late 80s or early 90s. They still won't tell us newbies who he was, either. Stinks.
