Multiply the decimal by something so it becomes a whole number. Then put it into simplest form. For your example, 6.5 can be multiplied by 2 to get 13, so by multiplying both sides by 2 you get 13:8.

To find the decimal value take the numerator (the 1st #) and divide by the denominator (the 2nd #). This should give you a value of 1.625.
