This one's a real nasty and is hard to properly get rid of from what I've heard. Here is a site that gives removal instructions http://inetexplorer.mvps.org/data/lop.htm
but I also strongly recommend you download and install HijackThis http://www.spywareinfo.com/~merijn/programs.php#hijackthis
Make sure you unzip it to a permanent folder and then do a system scan and save log option. Then post the scan along with your problem to one of these forums.
http://www.spywareinfo.com/~merijn/forums.php
I've used them and they're very helpful in these problems.

If Norton can not delete it then it usually quarantines the virus. Go to the below URLs in the download section and seek out some free antivirus free ware and try that. Also, MANUALLY update the norton program and then try to run the scan again, IF there are any updates.
NICE TO KNOW ABOUT NORTON's
Ok, people have Norton's and I know you have NEVER explored it either. You will see why. Hope this helps. Click on the Norton Icon and click the Open Norris AntiVirus. Click REPORTS, then click VIEW ONLY VIRUS ENCYCLOPEDIA, then click REMOVAL TOOLS and then look at the list, They have removal tools for specific viruses that are hard to get off. Just click that and follow instructions. If you are successfull then go on. If not then they have a section to report virus sample. There is an adaware but wrong virus.
In otherwords, click everything in Nortons and look at what you got. Works for me. lol Lot of people with Norton's are not even remotely aware of the Removal Tools for certain viruses.. But anyway, check out below.
Click the download section for the 2 URLs below. They have free removal, antivirus stuff, and more.

Since you cannot remove it in normal mode, you will need to boot up in Windows Safe mode and then full scan and delete the file and affected registry settings.
Booting in Safe Mode:
1 Exit all programs.
2 Click Start > Run.
3 In Run dialog box, type the following text: msconfig
4 Click OK.
5 In the System Configuration Utility, on the BOOT.INI tab, check /SAFEBOOT.
6 Click OK.
7 When you are asked to restart the computer, click Restart.
The computer restarts in Safe mode. This can take several minutes. Perform the full system scan, and delete the file using the in-scanner options.
If you see a message, "Delete Failed" (or similar message), manually delete the file.
Click the file name of the risk that is under the Filename column.
In the Item Information box that displays, write down the full path and file name.
Then use Windows Explorer to locate and delete the file.
Booting to Normal Mode:
1 Close all programs.
2 Click Start > Run.
3 In Run dialog box, type the following text:
msconfig
4 Click OK.
5 In the System Configuration Utility, on the General tab, click Advanced.
6 In the Advanced Troubleshooting Settings dialog box, uncheck Enable Startup Menu, and
then click OK.
7 In the System Configuration Utility window, click OK.
8 Click Yes, when you are asked to restart the computer.
Hope that helps.

Ps:- Always check the rogue list(link below) before downloading any antispyware software. If the software you are downloading is on this list then it is spyware itself
http://spywarewarrior.com/rogue_anti-spyware.htm
Do an online virus scan to check if you still have any other viruses in your computer. And let us know if the online virus scan still finds any virus or spyware .

it tells you how to get rid of it. You would have to download Hijack This and then post your results to that website where people will help you.
Other users have reported taht they *already* had spybot, adware, spyware blaster and that that did not reomove this.

If you have Messenger Plus installed, please uninstall it.
It installs LOP.
If you don't have Messenger Plus installed, download HijackThis ( http://downloads.malwareremoval.com/HijackThis.exe ) and save it.
Double click to run it. Save a log and post here ( http://forum.malwareremoval.com/viewforum.php?f=11 )
You'll need to register before posting.
