ok soooo, im buying 3 pairs if 7's (the jeans) for my friendss, 1 of my friends is a size 3, another one of them is a size 9, and the other one is a size 11... and to know what the waist size is like is it 28, 30, 22.. ect....?

Using this chart you would round up so your size 3 is 27, size 9 is 30, and your size 11is a 32.

size 7 is 29 and size 9 is size 30 i dont know about size 3

This is how you know check the size chart for the store you are purchasing these jeans for and then go by that..diff stores can be slightly off
