I normally take it as a compliment, but sometimes it's a little creepy. I was grocery shopping and I run into this old creepy dude. He was a tall, skinny guy with glasses and he was wearing like a Member's Only jacket. He basically looked like your average sexual deviant. I could have sworn this guy was hitting on me. And I'm a guy, too, for that matter. So I'm starting to walk home, and this guy pulls out of the parking lot right in front of me and winks at me. I don't know if he was waiting for me or not, but that was creepy.

Not always.. body language is tricky. Usually there are several signals.. a wink can easily just say... "I'm just kidding."
So it all depends on the context.. the other language.. but yes it can be a compliment as well.
