The answer to this Question depends on what you have downloaded.

Downloading alone wont slow down the computer.

If you download and install applications which run on start up then they would take some resources so it will slow down the computer.

If you download lots and lots of MP3's and Movies and your Hard Disk Space becomes less than 200 MB they your system can become slow.

If you use P2P Software and/or download from sites which would install plugins which contains spywares then there is every chance that your system would be infected with Virus and Spyware and your system would definitely become slow.

These are only the general things that came to my mind.

If you notice any specific problem i can comment more on it.

Thanks and if you still need further clarifications please get back to me.

Anything you do slows down your computer. Each process the computer does allocated CPU time and memory. The more CPU and memory allocated to processes the slower your computer will be. In and of itself it should only slow it slightly. If your processor speed is 2.0 G and the incoming is 10 MP then it is only taking up 2000M/10M or 1/200th of the CPU speed.
