First of all, whatever policy that has been issued must comply to labor law. If that policy somehow violated labor law, the changed policy must be retroactive all the way back an old policy that was legal.

If the policy is always legal but confusing, then look into rewriting it. The HR representative (not line supervisors and managers) should provide clarifications in writing or websites, including FAQ's, as well as holding sessions with employees to explain and address questions. Then make sure line supervisors have adequate training.

Where I work at what we do is by who is there the longest. When we put in for our vacation, we do by the seniority, no write ups, and who put in for it first. Also if we have the man power to cover that shift for during that time. If there is two people that put in for the same days then we do the last four social security numbers. That is how we do it.
