Recommendations of this sort are under the umbrella of relative ratios. This means that this recommendation is considered a buy or a strong buy in relationship to other peer stocks in the same industry. The problem with this approach is that it assumes that everything else is constant: economic conditions, cost of money, labor costs, demand for the product or service etc.. which we know that it is not true in the real world.
Other comments are also valid in this section because a lot of people get hired to promote stocks, not necessarily to victimize you but for sure they are not looking out for your interest.

An analyst's rating for a particular stock is valid until a new rating is issued. However, understand that analysts give buy ratings in great disproportion to sell ratings.

Hard to say, and it doesn't matter, as all such should be ignored. They are flogging some stock, hoping to unload it on a sucker at a profit, and you have been picked for victim.
