Can they vote for either congress or the president. if not. shouldnt they be able to ?

They get absentee ballots from their hometowns or where ever they are registered!

Yes! The units in which they serve encourages every military member to vote, and each command has a "Voting Officer". This Officer is in charge of a office that registers people that want to vote and makes available all the forms and ballots to the servicemember.

Any American citizen abroad can get a generic federal election ballot at the American embassy. Just go in, tell them you want to vote in the election, and show them an ID to prove you are who you say you are.

Somehow Eric Holder and the Justice Department have failed to enforce the MOVE act. Could it be because the majority of overseas servicemen are likely conservative voters? The NIP asserts that if the servicemen were Democratic voters the DOJ would be all over the states to comply. For this administration selective law enforcement is all about skewing elections in their own favor.

Yes, they vote by absentee ballot. Although a lot of Democrats would like to see those ballots arrive too late and not be counted.
