If you want to focus on the science of drug development then science is what you need to study. Biochemistry or pharmacology, physiology.
Pharmacy and medicine are both technicians jobs you could consider them to be about service delivery to a patient. More practical and less scientific. If drug design and development is where your heart is take the science course. Pharmacy really has little to do with the drug development process.
I woork in the industry and all the drug developers i know are scientists and not medics.

Pharmacy, obviously! Good field to go into. If your goal is to lead a team developing new drugs, you'll want your PhD in pharmacy.
